By definition it is any ground vehicle that is non armored. Jeeps, trucks, etc, armed or unarmed. All those nice Hobbyboss 1/35 Landrovers with weapons and roll cages- soft skins. Even a bulldozer such as the Miniart D-7, the un armored version, is a softskin. HMMWVs can straddle the line as some are armored and some are not.

So Strykers would not be soft skin armor.

No, Strykers are AFV. Wheeled AFVs, but, certainly AFV- Armored Fighting Vehicles. Especially as they are armored, and most variants are armed.
